Members of Parliament sitting on the Education and Sports Committee have proposed that the new sports bill should grant ownership and management of all sports facilities, cognizant that local governments have proved ineffective in management of sports facilities.
The Education & Sports Committee was meeting the National Council of Sports on Monday over the two sports bills; The National Sports Bill, 2021 & The Physical Activity and Sports bill, 2022. The National Council of Sports was led by their chairman, Ambrose Tashobya.
The National Sports Bill was tabled by the Ministry of Education & Sports. The Physical Activity and Sports Bill was tabled by Budiope East MP, Hon Moses Magogo.
The committee is tasked with harmonizing the two bills into one.
Legislators also proposed that the new sports law should require each district to allocate land for sports activities.
The sports Bill seeks to
(a) consolidate and update the law on incorporation
and registration of national sports associations and
federations;
(b) regulate the operation and administration of national
sports associations and federations and community sports
clubs;
(c) regulate the raising funding and management of national!
and representative teams;
(d) to codify the obligations of the State under international
sports governing statutes;
(e) create sports tribunals for purposes of determining sports
disputes; and
(f) to prohibit various vices prevalent today in sports
administration including doping, violence and
hooliganism, manipulation of sports results, dialogue with
counterfeit sports products, unauthorized use of sports
results in betting as well as abuse of the commercial rights
of national sports associations and federations.
