TORORO: The Judiciary of Uganda has launched the Tororo High court circuit in Tororo district as a measure to address the case backlog in Mbale High Court.
The launch of the newly operationalised Tororo High Court was presided over by The Principal Judge Dr. Favian Zeija at the Court’s grounds on Tuesday 21st, under the theme; “Strategies and Mechanisms for Improving Physical Access to Justice.”
The Principal Judge to Tororo was welcomed by the Tororo High Court Resident Judge, Henry Isabirye Kawesa, Mbale Resident Judges; Godfrey Namundi, Margaret Apiny and the Chief Registrar HW Sarah Langa Siu.
The Tororo district chairperson John Okeya had made frequent appeals to the Judiciary and lobbied his district allocate land to the Judiciary for the establishment of the High Court.
He said the High Court circuit will save the litigants from travelling long distances, files getting lost, reduce the backlog and will improve service delivery since Mbale High Court is already overstretched.
Last Week, the Principal Judge Dr. Favian Zeija also officially launched the Iganga High court Circuit
The High Court is headed by the Honorable Principal Judge who is responsible for the administration of the court and has supervisory powers over Magistrate’s courts.
The High Court in Uganda has seven Divisions namely; Anti Corruption Division, Civil Division, Commercial Division, Criminal Division, Family Division, International Crimes Division and Land Division.
Most of the business of the High Court is conducted at its headquarters in Kampala, but with the decentralization of the High Court, its services are now obtained at its High Court circuits namely: Arua High Court, Fort Portal High Court, Gulu High Court, Hoima High Court, Iganga High Court, Jinja High Court, Kabale High Court, Lira High Court, Luwero High Court, Masaka High Court, Masindi High Court, Mbarara High Court,. Mbale High Court, Moroto High Court, Mpigi High Court, Mubende High Court, Mukono High Court, Rukungiri High Court, Soroti High Court, and now Tororo High Court.
Meanwhile, the rollout of Small Claims Procedure has been extended to Kyangwali Magistrate’s Court. The exercise was being presided over by Hoima Resident Judge, Jesse Rugyema Byaruhanga on Tuesday. HW Mastula Mulondo, the Assistant Registrar in Charge of Small Claims, HW Stella Mwali and HW Irandikunda Elijah witnessed the rollout.
The Judiciary is one of the three arms of the State and compliments the two other arms i.e. Legislative and the Executive.
