JUDICIARY: The Permanent Secretary and Secretary to the Judiciary, Dr. Pius Bigirimana is a man that leaves a positive mark wherever he goes as an accounting officer.
Bigirimana has not spent long in the Judiciary but he is going to save the Institution from spending colossal amounts of money totaling to almost 6billion, which was formally paid annually in rent for appellate courts
He is man behind construction supervision of the sh64b seven-story twin appellate court building in Kampala which is almost complete
According to PS Pius, the progress for the Supreme Court building is at 92% while that of the Court of Appeal is at 85%. The supreme Court will be completed and ready for use towards the end of June this year and Court of appeal towards end of September.
Recently, during the inspection of the construction site of the Supreme Court building to assess the progress towards its completion together with Finance Ministry Permanent Secretary Ramathan Ggoobi, Bigirimana said the work is progressing well and the contractor, who is doing a good job is committed to delivering the project on time.
With the buildings in place, Mr. Bigirimana said the Judiciary will save at least Shs6 billion it pays annually in rent for the appellate courts.
The Court of Appeal building has 20 chambers for Justices, five Board rooms, four Court halls, three Registries and three chambers for the Registrars
The Supreme Court building will house, 12 Chambers for Justices, three Court halls, three Chambers for Registrars and three Registries amongst others
Seyani Brothers are executing the construction of the buildings with two-basement floor parking for 226 vehicles and other several offices for clerks. Each has a conference hall on top which will accommodate over 500 people while seated, a gym for Judges only and restaurants for the general public, facilities for breastfeeding mothers, internet café, business centers, security services and ramps to cater for easy movement of the people with disabilities, among other amenities
The Commissioner Engineering and Estates Department, Eng. Dr. Ebal Christopher, is the Project Manager for the appellate court project.
The project of building the Appellate courts started in 1999 and has moved through many stages including the use of Public-Private Partnership.
